The Kamrup (Metro) district administration today issued an advisory to the citizens of Guwahati and nearby areas for celebration of New Year’s Eve and New Year programmes. As per the advisory issued by Dr M Angamuthu, District Magistrate of Kamrup (Metro), no celebrations will be allowed beyond 12:30 am on the intervening night of December 31-January 1.

“Serving of liquor in bars will be as per time mentioned in the licence. All other celebrations are to be closed by 12.30 am positively. Any premise which intends to celebrate New Year, for which special permission is required, needs to get ‘no objection certificate’ from the Commissioner of Police and also permission from the district administration (Excise Branch). For temporary licence where there is intention of use of alcohol, it has to be clearly mentioned in the application for special permission (one day temporary licence),” said the advisory.

The administration has appealed to the citizens to refrain from drunk driving.

“Installation of CCTVs in all bars and restaurants (both inside and outside) is mandatory. There should not be any shadow area. Strict vigil will be maintained inside and outside of all bars and restaurants. All approach roads leading to the bars and restaurants are to be properly maintained with adequate lighting. Management should keep proper power back up in case of power failure,” said the advisory.

It added that food served during celebrations should be in compliance with food safety protocol with regard to quality and standard.

“All bars and restaurants should maintain proper cleanliness and hygiene in their premises. Age and identity of all persons entering the bars are to be checked and verified. Joint teams including officials from the district administration, police, health, transport and excise for enforcement (sic) will be formed for surprise inspection,” said the advisory, adding that noncompliance of the guidelines may lead to suspension and cancellation of licence of establishments concerned.
